I recall that during the Soviet era, photocopying machines were fitted with counters, locked up, and monitored to ensure that they could not be used to copy classified information or to reproduce subversive pamphlets. Similarly, in an earlier era, priniting presses were often destroyed or confiscated by totalitarian dictatorships.
The Internet is a marvelous tool that can be used to disseminate opposing views, to coordinate dissent, and to organize opposition. It is no wonder that a regime that cannot stand the merest criticism would want to control it and to keep individuals that disagree with it from freely using it.
